THE CONCEPT OF INTEROPERABILITY OF THE CRISIS MANAGEMENT INFORMATION SYSTEM AT THE COUNTY (POVIAT) LEVEL

On September 20, 2021, Mr. Waldemar Kaak defended his doctoral dissertation above entitled as above at the Faculty of Logistics and Management of the Military University of Technology (WAT) in Warsaw.

The main objective of the research was to develop the concept of information interoperability allowing for the improvement of crisis management processes by eliminating the observed dysfunctions and increasing the level of information interoperability between entities included in the safety net of the crisis management plan at the county (poviat) level.

The IRv2R radio integrator, produced by DGT, was used for the research consisting in conducting expert interviews and command exercises. The presented equipment received very high marks from the participants of the research (district commanders of the Police, State Fire Service and managers of deparments competent for crisis management in the following counties: Gorzowski, Sulęciński and Strzelce-Drezdenko).

On the basis of the conducted research, numerous deficits were noticed, both in terms of organizational, legal and technical aspects. Representatives of individual administrative entities showed that information interoperability is clearly disturbed, especially in horizontal structures. The respondents clearly emphasized that information interoperability has a very large impact on the efficiency of the crisis management system in the poviat. The author of the dissertation, after collecting detailed information, indicated the proposed solutions. A catalog of crisis situations and other events relevant to the state of safety and public order has been developed, which are subject to information exchange between services, guards and inspections at the poviat level. The indicated technical solution in the form of the IRv2R radio integrator - in the opinion of the respondents - strengthens the correct process of information interoperability.
